Frequently Asked Questions
The Mowaamah Certificate is an official certification issued by the Ministry of Human Resources and Social Development in partnership with the Authority for the Care of Persons with Disabilities. It is awarded to organizations that provide an accessible and inclusive work environment in accordance with eight established standards.
The certification process typically takes between 21 working days and 6 weeks, depending on the organization’s size and level of readiness.
The eight standards are Commitment, Knowledge, Recruitment, Human Resources Management, Products and Services, Communication, Facilities, and Information and Communication Technology (ICT).
The certificate enables organizations to benefit from the 4:1 weighting system under the Nitaqat Program, where one eligible employee with a disability is counted as four Saudi employees.
Organizations are legally required to provide an accessible and suitable work environment under the Rights of Persons with Disabilities Law. Failure to comply may result in fines of up to SAR 150,000 and the suspension of certain services.
The certification offers significant financial benefits for small, large, and enterprise-level organizations through cost savings, avoidance of regulatory penalties, and access to government support programs.
The primary objective is to establish an accessible work environment and maintain long-term readiness for inclusive employment. Organizations can begin by preparing their workplace before recruiting employees with disabilities.
